PMs are private, but once it gets to rule breaking, the other person IS well within their rights to forward the messages to a mod. Mist should have reported the other person instead of retaliating it really sucks but he could have easily avoided it.

Rules still stand, even within PMs. People get banned for spamming via PM as well. It is still abuse and breaking the rules of the site.
