Jabba the Hutt
Okay, so everyone in the MU/DCU is given 1 years prep. All powers are nullified. They are allowed to use whatever their brains can come up with in one year, with the exception of "weapons of mass destruction."
They all get together on a neutral, indestructable fighting plane. And use their weapons, gadgets, and whatever they some up with on eachother. Who is the greatest prep artist?

How about Apocalypse, Sinister and Loki? Loki's magic might be pretty damn handy, just like that of Doctor Strange. With a year in their hands they are to be taken seriously, especially Strange has taken down some tough entities and such with practically no prep.

So? Strange's magic isn't really a power since it's a studied ability. You might as well nullify their intelligence and turn them to worms. I'm assured that Strange could just study some black magic during the year and then finally come up with somekind of a magical device that overcomes the gizmos that rest of the people create.

But yeah, I'd still go for Galactus.

I'd also add Tchalla to the mix .....his portrayals as the BlackPanther show a very high degree of intellect and strategy.

There are probably a whole lot of other people, but the thing is that some of their intellects may actually be due to, or augmented by, 'powers' ....thus if all powers are nullified the question has to be asked if their intellect will not take a hit too. For instance Thanos has an intellect that is super, but if all his powers are taken away wouldn't that also include his powers of mind?
However take Reed ....even before he became Mr Fantastic he was still a genius of geniuses.
Doom is an intellectual master, and would be even without his mix of tech and magic. Batman is a member of the JLA, and not just that but one of its 'leading cast', in one of the most powerful teams around, due solely to his mind. And in the No-Man's Land arc he told Superman that he had a plan for rejuvenating Gotham and bringing it back from the brink of chaos, and for that plan he had 15 backup plans just in case. AND FOR EACH OF THOSE backup plans he had 15 others as backups for backups.
T'Challa has done things that would even make Batman blush.
Then you have Stark ....you could probably give that person some paper clips, rubber bands and chewed gum, and he would come up with a warp drive engine and an anti-matter device! In terms of intellect (amongst 'human' characters) he and Reed are just amazing.
Hank McCoy was still a very intelligent man before he became the beast.

Thus my list would be the one you listed above:

Batman
Doom
Mr Fantastic
Iron-man
Beast

I would also add the following:

-T'Challa (Black Panther).
-Mr Terrific (he is the 'Batman' of the JSA, which is actually even more powerful than the JLA. His inventiveness and tech not only surpasses Batman's, but he'd probably make a very good friend for Tony Stark).

Now, there are probably dozens of other characters that are also very intelligent, but I wonder how many of them have intelligence that is not due to, or augmented by, their other powers .....which would lower their intellect once ALL powers were removed.

Why Batman? His intellect in the field of inventing weapons isn't as impressive as that of Doom's or Thanos' for example. He sure is cunning as hell and is for sure one of the best detectives in the comic book world, but still he isn't really a man who invents weapons better than Doom.

Pretty high intelligence, and a very good weapon creator/inventor.

If pc supes is a part of this battle then he wins, even without his powers pc supes had intelect, pc supes instantaniously builds a device that erases stan lee and kirby from existence and thus dc and marvel fade from reality, but pc supes still exist because he is not affected by continuity or laws or physics. He then decides he wants his powers back and thus he has them back.

Those used to depending on powers (eg, Thanos, Loki), now bereft, may be at some disadvantage. It's not that their intellect necessarily came from their powers; it's that they used their powers--their evolutionary strengths--very smartly. But now the playing field has been leveled. Imagine an expert archer, so to speak, gone blind. He's then told to compete with other archers, some of whom have been "blind" their whole lives.

For making weapons, there's Reed Richrds, Tony Stark, Von Doom. Batman, too, but on smaller scale. For strategy and tactics, Batman first comes to mind, but also Doom, Lex Luthor, Namor, Aquaman (men used to leading other men, armies).

But overall, with everyone reduced to more/less peak human, the ones who have always been peak, I would think, would be the ones now most dangerous.

Just to play devils advocate (as I tend to agree with you) I don't think we should rule out the cosmic level characters just yet, assuming that they get to keep the knowledge they previously possessed. While they may not be as clever as, say, Reed Richards, they would have access to technical knowledge hundreds or thousands of years ahead of most of the Earth based characters.
