Depends prep or no prep. W/o prep, Skull's latest body(as in his body is dead right now, merely just occupying the same body as Lukin) was a clone body of Cap. W/ prep, Luthor is just plain more efficient than him.

Lex seems smarter than just about anyone short of Reed Richards and possibly Dr. Doom. If it's a battle of wits, my money's on Lex.
