Let me simply regurgitate info from the websites you provided. No need to say more since it should be pretty much self-evident.

Pietro Maximoff (Marvel Quicksilver):

Mutation resulting in mental and physical adaptations enabling supersonic speed; superhuman strength, stamina and agility.

Max Mercury (DC Quicksilver):

Mystically enhanced ability to tap into the energy known as the Speed Force to achieve super-sonic speed, agility, endurance, an ability to leap over great heights and perform linear time travel.
Note: Velocity beyond light-speed causes a merging with the Speed Force. Flash III is the only person known to return from the other side to the Speed Force barrier.
Origin: A young messenger for the U.S. Army at a fort in the 1800s, Max Crandall discovering an ambush being set for the local Blackfoot clan. Using ancient magic he was empowered by a dying Indian shaman with super-sonic speed.

Crandall found and disarmed both the Indians and the U.S. Army detachment, preventing the massacre. From that day forth he became known to the Indians as Ahwehota-- "He who runs beyond the wind."

Feeling the call of what is now known as the Speed Force, Windrunner ran faster than he had ever run before. Hesitating at the last moment, he caromed off the edge of the Speed Force, stopping several decades in the future. Periodically attempting to reach the Speed Force again he traveled forward in time to a new era, where he adapted and used a series of names, eventually becoming known in the current era as Max Mercury.

Darth Macabre
Max Mercury.....

Metalmanx
Max Mercury. Without a doubt. And that hurts, cuz Quicksilver is my favorite X-men character, but he would go down hard here.
