I think this fight would go to static schock. Shocker's power comes from his suit. He has two conduits on his hands. Where as Static's powers are inherit. He could control the electricity in Shockers suit and over load it.

First of all, Shocker controls vibrations and makes powerful vibration waves; and second of all, this is not the Shocker, it's Electro.
