Hawkman, probably. I believe the guy can take more punishment than Quicksilver can dish out. Hawkman would have a hard time hitting him and (unless he's in the air) would get speedblitzed a lot, but if QS gets cocky (which he usually does) he would get hit eventually.

If it's current Quicksilver though, he could theoretically travel a few days into the future, pick up a rock, walk over to where Hawkman was standing, and hold the rock in a position so that when he returns to the present, the rock goes into Hawkman's brain.
