He is above Street Level even if he fights most of time as one.

Hmmm... DC DOEs have some truly bad ass street levellers, EG Batgirl (Cassie), Shiva (if she counts as she isnt TOTALLY Batman etc), Batman, Nightwing, Robin and Wildcat...

That brings up an intereting question - IS spider-man truly street-level? I mean, he fights as street level often enough, but....

Come on now, he is class 10 which isn't exactly amazing, but is well above almost all the other street levelers which are "peak human," he has superhuman speed and agility, far beyond "street level," and if that weren't enough, Pre-cognition. I'm not so sure....

Your wording is poor. Its not that he doesn't act to pass sreet level, its just that most of time street level is all it takes to beat his villians. Why go all out against some bank robbers or car jackers? He can and does surpass street level, its just that most of the time there is no need to.

Besides, even when he isn't trying he's usually far superior to any other street levelers out there
