M. Bison has Orochi flowing in his veins.

Rugal has the powers of Akuma.

Unfortunately, God Rugal has both Satsui No Hadou and Orochi powers in him.

So since Bison has both Orochi and Psycho Power, I would say God Rugal, since Satsui No Hadou has been known to defeat Psycho Power, that and God Rugal knows the Shun Goku Satsu

He stole the energy from Akuma, so he doesn't have the same experience as Akuma and hasn't mastered it. He has it in his arsenal and can use it. but the skill isn't there/

Yeah, but it still doesn't take away the fact that he can deliver it, because the dude is very quick and more than likely he would have knowledge of actually landing the Shungokusatsu with much difficulty.
