Most will say Blue Bootz, but i say the executioner has a shot. Even though he's not as strong, his hammer rivals Thors in variety. He can do this.

Superman Blue can manipulate matter and energy like Ronan's Univsersal Weapon. He has messed around with the spectrum. I think he has a chance.
