Depends what level of power cosmic are we talking about. Limitless ie. Big G, Tyrant or herald level.

Power Cosmic is the energy of creation pretty much. There is no comparison....at all. Someone with the pc could make it so that Kryptonians never gain powers. Rewrite their dna to the strand.
Being kryptonian under the right sun means you can fly and punch hard and take a blast. Pc lets you do all that, but so much more.
