Much as I love the Authority, Apollo is probably one of the lower-end Superman clones....at least by feats. Apparently Captain Atom had a harder time taking him out than he did with Mr. Majestic (which makes no sense, given their feats) but that's probably the only showing (maybe the moon thing) that puts him in the same breathe with guys like Gladiator, Supes, and Thor.
He's still cosmic level, and a step up from the highest Earth-type people like Magneto, Iron Man, and Namor and such....but not upper echelon in the cosmic hierarchy.
