i believe this has been done cause someone said the penence star would win this but then someone posted a comic pic showing they have battled and a penence stare wont work on venom

No he cant. The symbiote requires a living host. Ghost Rider is a flaming skeleton. He has no flesh, and no nervous system. He is just skeleton in a biker outfit. That is on fire.
But Venom is stronger than GR, and neither the Penance Stare nor hellfire work well on him.
