1. Gohan is mystic, but he could still power up to super saiyan.
2. Gohan has more potential than boo, and if he gets angry then he will get more powerful
3. Gohan was taught moves by the kais that picollo doesn't now.

no this is the manga, he could've there was nothing in the anime or the manga that said he couldn't he was just fighting at mystic because it was more powerful than super saiyan 2.
