I'm leaning toward Hal, but Ronan might do better than most expect.

Ronan is a solid mid tier herald. But Hal is high herald and much better at what he does.

Ronan just doesn't measure up.

Hal would pwan him.

Hal has the feats over Ronan the Accuser (not Ronin my friend) so until Ronan proves otherwise, Hal beats him.
