It's about a psycho dentist, it has Doug Bradley (Pinhead) in it.

For a short film it was pretty good and the effects were awesome.

Saw it at the Dutch international film festival in 1999, pretty good!
But even better, Doug Bradley himself was there to present it! He took time to talk horror with the audience as well, nice guy.
