1. Docs Samson does not have superhuman or peak human reflexes
2. Cap in wiki
He is extremely skilled in hand-to-hand combat, sometimes taking on and defeating foes whose strength, size, or superpowers greatly exceed his. In the comics, he is regarded by other skilled fighters as one of the best hand-to-hand combatants in the Marvel Universe.
3. Just because he is peak human does not mean he cant hurt superhumans.

Ok its too easy if he can cut his hair. Im setting a limitation. Cap cant cuts Samson's hair and Samson still has 70 ton strength.

Everyone in comics can dodge machine gunfire at some point. Peak human or superhuman reflexes are not his prescribed power, the bullets were jobbing.

Yeah that seems to be a problem. I dont think it would work all the time. Cap could jump if he trys to smash the ground from under him, he could also use the shield to stun Samson while he jumps at the sametime. Argh looks like Cap loses this.
