Balrog certainly has more brute force but Dudley is more skillful. It's also a good thing he isn't getting ret-conned out of existence with Super SF IV on the way.

I think Dudley is more faster than balrog..
fast vs strength is balanced.. but i go with dudley and he is more skilled..
