I say Green Arrow because Justin Hartley as Green Arrow in Smallville is f***king GOLD.

Green Arrow has trained a lot recently so now I'd say he is a better ma than Hawkeye .
Which I think would give him the win

Anyways Green Arrow currently is undergoing intense training, I stopped reading the series so don't know how much better he is now.
