Batman Villains battle for Gotham!

Ok, this isn't a traditional battle where 2 teams face each other head to head. Instead, the 2 teams are each located in a separate part of Gotham. They are given one week of preptime and briefings on the opposing team. They have to plan and strategize the best ways to take out the other team AND running Gotham. Which team do you think will have the best chance of ruling Gotham and why? (take into account the varying personalities, intelligence and abilities on each team in your analysis)

Note: Each team is allowed to recruit henchmen into their team, provided they can convince people to join.

Team 1: Killer Croc, Mister Freeze, Joker, Poison Ivy and Two-Face

versus

Team 2: Bane, Ra's al Ghul, Scarecrow, Catwoman, and Zsasz

In a straight up fight though I would probably give it to team one. Freeze and Ivy are probably just to hard to overcome.

This is a mobwar setting. Joker and Twoface are really good at organizing crime squads as well.

Bane is a military Genius which also helps alot.

Those two things I say give team two the advantage in any mob war.

Team 1

This one's tough. Joker is the smartest one here. There's no doubt about that one. However, Ra's is the richest and has the most resources. Then again, Harvey has a lot of connections with mobs and gangs. Bane's no dummy either.

It's really close. Give Riddler to one team and that team owns the other one.

Agreed. Croc is a non-factor here. I don't know enough about Zsasz

Both Harvey and Joker have many units already at their disposal.
I assume that Joker would naturally have Harley Quin

Ra's al Ghul would probably have the resources to recruit villains who will work for money, such as Firefly

Joker wins. Period. Somehow, some way, he'll fix it so that his team comes out on top, then he'll double cross them and end up being the only one left.

Croc and Zsasz are just the muscle

Who needs resources if you have powerhouses like Mister Freeze and Poison Ivy in your team?

Ra's considers Joker as his superior. Bane is nowhere near the level of intelligence as Ra's. And Catwoman is a non-factor.

Team 1 has Swamp Thing-lite and the smartest of the villains...
