The Tick vs Juggernaut. who wins?

I would think Juggernaut is stronger tougher and has this force field. Juggernaut all the way.

Stalemate. Juggs would probably dish out more damage, but I can't see either of these guys legitimately taking out the other.

Of course, it doesn't help that we have no set power level for the Tick, so any opinion on the matter is suspect.
