Don't know about that. But he's way above people like Luke Cage, Rhino, and Tombstone. As far as strength and speed go. Dude turned the trajectory of a bullet shot by a tank with a kick. He physically beat down Apollo level characters. Recently snuck up on Martian Manhunter.
