I'd say yes. But then we'd have to ask ourselves what establishes Top Tier? Hulk, Doom, Sentry?

The top tier, is the most powerful heroes, that aren't obviously above others in power.

Well, they are obviously above others, but..............Its hard to explain.

The most powerful heroes, that all are normally on an even keel with one another.

Examples are,

Superman and Cap Marvel.

Supergirl and J'onn.

WW and Black Adam.

Orion and Firestorm.

Some may be a bit more powerful than others, but they can all hurt each other, without going to their highend.

Superman is more powerful than J'onn in the brute category, but J'onn could likely hit him and draw blood.

For Marvel, it might be Thor and Hulk.

Terrax and Stardust.

Beta Ray Bill and Morg.

Examples of characters that might be above the top tier, are Sentry and Genis.

Definitely above the top tier, is Thanos, and Tyrant.
