I think the Ring could analise Supes Kriptonite weakness somehow after that it is SS and Kyle vs Hal

Why Surfer>Superman
and i know alot of people will disagree with me on this but,
Kyle>Hal
Kyle didn't get trained nor did the corps have his back nor the Guardians, nor did he use the same lame bubble, glove, or giant bat to always save the day, he cameup with some actually cool uses for the rings power, hell he contained a black hole with it. Unlike Hal who supositly had no fear, Kyle had a lot of fear. To me it is much more heroic and showing of willpower to overcome great fear than to not have fear.
What was the value of Hal's defeats of fear if he had none?
And to top it all off he became Ion wich hands Parallax his ass weither you like it or not.
But Ion and Parallax aside, in all honesty, Kyle was the better GL.

Kyle+Surfer>>>Hal+Superman

Surfer and Kyle beat Supes and Hal.

Surfer is already above superman from the start, add a GL ring into it, and there isnt a comparision. Ontop of the unlimited power SS can gain from the power cosmic ontop of the GL ring, hed handle supes without much trouble at all.

As for the lanterns, Ill have to agree Kyle>>>Hal.
