It's actually been done numerous times, with multiple stipulations.
What it comes down to, is, Hand to hand combat? Captain America is gonna win a majority. How large of a majority? Well, that varies depending on who you ask.
With weapons (gadgets and shield, in particular), it's gonna be evened up a bit, or edged in Batman's favor.
Again, depends on who you ask.

Cross overs are meaningless.
Fact is, Captain America is as skilled as Batman, but has an all around better physique.
He'd take a good majority in Hand to Hand.
With Gadgets in the mix, Batman will likely edge out the majority.
