Silver Surfer most likley would get weaker just like Galactus, he may not even be able to use his cosmic blasts just like Galactus couldn't. However, Guardian wouldn't be able to match SS's speed. He has shown going light speed himself, but not in a combat situation

Guardian get's transmutated into a toilet .

Well we don't know if his transmutation could work in this dimension, as Galactus couldn't do it so it's unlikely SS could.
