Nate would still kick around Ororo.

If the dampeners just keep Nate's power from being godlike, then I'll still pick Nate. If they completely dampen both of their powers, then Storm would probably win. She has decent fighting skill, and I wouldn't be surprised if T'Challa trained her as well. I don't think Nate has had any fight training. Could be wrong, though.
