NO, no he cannot.

Not agaisnt the Surfer. That would be one crazy battle given eradicators ability, but the surfer is way too much forhim.

Eradicator is little more than an erector set to SS.

In full kryptonian mode, Eradicator would wipe the floor with Surfer.
In David mode it would be fairly even with slight advantage to Surfer.

Ya know, I never once thought of this match up but dang it's a good one lol. And I just don't know enough about the eradicator to say either way. I do know that he couldn't beat Hank Henshaw during the Death & Life of superman thing, but I don't know how much that plays into this.
