Luke might be slightly less stronger but equally tough and battle savvy

I think there's quite a big difference in their strength.

well I checked on their stats/ respectively they are the same/ Luke at his peak level reaches Rhino/ and most people mistake his tough hide for his strength/ he is not like Juggy or Thing. Factor in Luke's other abilities, I don't think its as black and white but whatever the forum says
