Not really, that's something really easy to do for anyone with something like Photoshop.
all you have to do is just adjust the coloring on each layer and then save it as an animation(of course after the layers are all correctly lined up and given a time sequence).

A sprite sheet gives you which images you want to use.
using your eyes tells you how you want the image to be presented.
Using the program makes the image the way you want to.

I'd say it's a personal problem if you had trouble making that out of a premade image.
