I'm not that familiar with Ult. Namor, but he seemed Very powerful.

If it's on a beach Namor takes it like... 💃

I'm going to say Ult. Namor, due to versatility. Speed, flight capability and (presumably magical) hydrokinesis sufficient to level a city.
