I mean, any other way and it doesn't make sense.

Ignoring that whole current powerless Wally thing and assuming this is Pre-IC Wally, I could see him taking it.

Bart is supposed to be faster than all the other Flashes combined, but from what I've seen so far, he definitely lacks the ability to control his speed, even running up the side of a building and accidentally flying a long distance.

Haha, good point.

I'd say Wally takes this.

Wally has speed force.
Bart has speed force and the ability to learn a super speed.
That gives Bart a large advantage if this is with equal or even a little experience on Bart's side.

At his best Wally wins. He has too much skill on his side. But if Bart gets better.........
