All his initial powers are based on TK.

Without TK Superboy is just a young man on the regular. TK gives him flight, speed, strenght and such powers.

Actually he developed super-strength, superspeed, flight and other powers WITHOUT his TK.

He began developing Superman-like powers before his death.
