Good match, Winter Soldier lacks the skill of Captain America which is normally the pivotal factor in Cap VS US agent fights.

I'd give it to Bucky 6/10, just because from what I've seen hes pretty good at prep.

I'd give it to U.S. Agent more times than not....the strength and speed difference plays a factor.
