The Champion I would imagine although I dont know how powered up DC had or has Grundy. The Champion would be a way better fighter in any incarnation.

Well Grundy has been shown to overwhelm Superman and take on th JSA at times.

The Power Gem makes all the difference here IMO, with it Champ would take the win.

Champion takes it. Power gem makes him do more and more damage and become more and more durable as the fight goes on, with no upper limit. Champion even has the extreme Hulk-Hogan style personality to tap into the power gem.

Champion. NOw if this were JLU Chaos Magic Solomon, You'd have a good fight. Champion sends Grundy back to the Swamp in any other version.
