In you opinion what makes up a good forum?

Not going around advertising like a french whore.

I think KMC is a very good forum one of the best

It should be clean looking, have effective mods, be easy to use, give a variety of options and attract interesting people.

In three words "KillerMovieForums"

Well chances are if there is a strong family-like bond with the few members, then things won't get 'boring'.
