I would actually say Metamorpho, he could transform into a less dense object and make Absorbing Man do the same and then turn into something far more dense and shatter him. As Hulk did tricking him to turn into cardboard and glass.

In the JLA series rex has trouble understanding anything. He talks about how he doesn't even have his GED yet. It must be a retcon as of the IC.

That's inaccurate. It was because he had just died and come back to life. He was a bit...confused with the whole death experience.

In 52 and Outsiders, he clearly demostrates his intelligence with computers, chemistry and technology.
