Oh the Beast definitely. He'd kick her but. She has hardly ever shown any finesse to her fighting style. Always ferocious, blind rage. Remind you of anyone? Beast has been tagteaming with a fercious raged berserker wolverine with his incredible healing factor and claws for years... tigra wouldn't even pose the same kind of threat.

The only problemj would be... how would beast feel about
1. hitting a girl
2. hitting a fellow avenger.

one reason: have you ever seen cats fight like really fight it's not pretty.

second reason: if they are both fighting and going all out some ware along the line there animal instinct will take over and if tigra is in heat well that just not something I want to see.
