doesn't Doomsday evolve past previous weaknesses?
if so, and iiiiiiif, that's his only means of development then I say Punisher takes the majority.

here's what I envisage:
1st fight - Punisher hits him with a big pointy stick. I'm sure the Kryptonians never used one on DD, thus I would assume that he's not immune to injury/death related to repetitive beatings over the head. it's a tricky method, but Frank's got the mobility...
2nd fight - Frank gets a large brick and repeats 1
3rd fight - same again but with an iron rod
4th fight - this time a bronze spitoon (requires extra effort)
5th fight - brand new tactic, release the ebola virus on DD
6th fight - be optimistic, cough at DD
7th fight - go wild, pee on him!

there... I'll take my leave of this forums

Even if you did no powers, equalized them by making DD human, and made it H2H, DD could still draw even or win. The dude is a rageaholic. He's a total berserker. Now, Frank could probably win that scenario with fighting skills, but that might depend on which DD he's facing. Some of them are blood-simple and thus, easy to beat with skill under the rules I mentioned. Some, like Gog wars, or Rex, are smart enough to give Frank a serious challenge.
