If you mean "Spinning Doomsday's Web", I don't think they even fought in that comic. I don't recall any times they met other than that. Prep is useless for both really, Frank only needs an hour to set a bunch of traps and post in a window with a sniper rifle. Its just waiting after that. Theoretically, both could do that, but it seems more in Franks style than Natashas.

I think it depends who shoot first.

Right, or who's stealthier. they are both so proficient at weaponry it likely comes down to who spots who first from a distance.
