I would say Ganthet > Uatu. Ganthet has the greater role in the DC Universe then Uatu has in the Marvel Universe IIRC. Ganthet, Highfather, Shazam, Zeus and the Phantom Stranger are the Ounitessence of all Power Cosmic, that is an status which puts him above Uatu I guess, though that doesn't mean that every other Guardian is > Uatu or the Watchers 😉. My humble opinion 🙂.
