Team 2. Easily. Flash punks all other speedsters. Not to mention Makkari beat the Runner in a race. Quicksilver just sucks.

Makkari/Kro Eternals

I am not sure Flash beats the runner so easily. Runner's powers are huge, and we don't really know how fast he moves, but SS was impressed.

Not to mention Team two might have trouble fighting him as people tend to like him, even when they are fighting.
