Well with powers, surfer would win, but he has so many powers its annoying. Thing is jugger is the bomb, but surfer is indestructable as well. i think it might be a tie?

but surfer has ben beaten before, i mean, indesctrutible is just one of those word very used in comics, in the beging his board was also indestructuble until someone broke it.
