juggernaugh probably, you are taking all surfers powers except strenght, and leaving juggernaugh with his amazing healing factor.

Well with powers, surfer would win, but he has so many powers its annoying. Thing is jugger is the bomb, but surfer is indestructable as well. i think it might be a tie?

Classic Juggernaut cannot be beaten via strength alone.

Give the Surfer his powers and he curbstomps cain.

Strip them from him, and he is curbstomped.

He can't endow himself with anything if he doesn't have any powers.

juggernaut's indestructability is above surfers i think.

This is a non fight. Surfer can't hurt Juggernaut, and Juggernaut will never catch Surfer.
