It would be a stalemate. Uncle Sam is one of DC's heavy hitters. He can grow to monumental size, he has superstrength, he also has some super-speed. He can use telepathy and is a good leader. John has the ring of power and can make inventive constructs with his engineering mind.

Given how this country currently is, Uncle Sam is going down. It's a gip, because as a character, he's an awesome concept.

Uncle Sam would need the US to live up to it's highest ideals, like the founding of the country, or after WW2, or the Civil Rights movement. Those eras would give John Stewart a fight.

Nowadays? This country has lost sight of it's ideals.
