Is Hulk allowed to use Banner's intelligence for prep?

Thats my question actually.

If he can use Banner's mind and any resources he can steal this might be an OKish fight.

I dont know how depowered Morg is anymore as i've been out of touch, but his first incarnation would beat 100 Hulks.

Isn't Morg dead? Cause if I recall correctly in Annihilation, Annihilus was trying to siphon his cosmic powers out the corpse of Morg...
