Hercules is classically stronger than Ares, but being that herc is currently stripped of a portion of his powers and that Ares has been only recently put in the spotlight we cant be too sure.

If Ares is really as powerful as Ironman hinted at during MA he would probably take it.

did you read civil war battle damage hercules got his powers back with upgrades he is almost herald level now.
