Cable's probably around Nightwing's skill level. He is more experienced, to be sure, but he doesn't have any particular SKILL-FEATS to back it all up.

I'd say they are close. In pure skill, meaning Cable doesn't get his cyborg-enhancements, I'd put this around 6/10 to either.
