Who is the most powerful hero or villian that our Earth's militaries could stop under the following stips?

Hero/Villian is MDK bloodlusted but has no loss of skill
We get 1 week to prepare
We have full knowledge of the hero/villian's powers and limitations
We have no international conflicts

Hmm. Most of the low herald levelers could probably beat us...... 😛

How far are we willing to go? Is Pyrric victory an option?

Iron Man's probably about the weakest that could actually take on the entire world and come out on top.
