For Numbah 8, change it to

R-One-Oh-Seven, The General, Stone Golem*

And I think he can get past 4... flares are farely slow, and he should be able to damage Lazarus with the Shield. After he manages to subdue the Master. He's probably a bit faster, though not by much, but H2H he should take him.

No Scourge Splitters? Meh. SS were never that much more impressive then regular splitters, and I don't remember if they had cloak, which will be a pain int eh ass for Cap.
