He has far more experience with the power. He's probably overall more intelligent too.

One thing Punisher would have over Surfer is motive/passion. He would most likely blame Norrin for his wife's death and/or his current state and seek vengeance. I don't think Norrin gives a sh*t either way.

Impossible to say. It's up to Galactus to decide how much power to imbue his heralds with.

For example, many of his heralds were much more powerful than Norrin Radd before they got their power, but afterwards were weaker than the Silver Surfer.

Galactus hasn't really given ANY of his heralds as much power as he's given to the Surfer. Couple that with Surfer's endless experience? No one could really beat him right after getting the powers.... Unless they could beat him without them, you know?

Well you had said that it would take someone close to beating him without it, and some would argue that Supes has at least a fighting chance against him.
