Doubtful... Ryu has both the experienceedge and the power edge, depending on which version your going by. 3rd strike Ryu wins this with a fair amount of ease.

Also Dragunov NEVER beat Devil Jin nor Raven. Just because it happens when you beat the storymode doesn't mean it's canon.
And due to the lack of feats I wouldn't even say that Dragunov is Tekken's mid-tier. Let alone top-tier.
